- Bachelor's Degree in Civil Engineering from a recognized University. With 20 years of Engineering experience or more and retired at the level of Executive Engineer/equivalent cadre [Pay Level 10 or 11 (VII CPC)] or above, retired from Central / State Govt. / PSU / Govt. autonomous bodies.

- 20 years of Engineering experience or more; must have retired at the level of Executive Engineer/equivalent cadre (Pay Level 10 or 11, VII CPC) or above from Central / State Govt. / PSU / Govt. autonomous bodies
