Objective evaluation matrix based on educational qualification, relevant experience, domain expertise, certifications, publications and other criteria approved by the Competent Authority; mere fulfilment of eligibility does not confer a right to be shortlisted.

Only shortlisted candidates are invited for the selection interview conducted by a duly constituted Selection Committee approved by the Competent Authority of DIC.

Roles and Responsibilities
- Project management and coordination
- Lead, support and manage the project implementation in the state
- Coordinate with key officials and the state at the State PMU
- Develop strategic direction and work plans for the project in collaboration with the PMU and the respective Aids Fond Officer
- Carry out monitoring, supervision and review of state level project activities against agreed project deliverables
- Timely preparation and submission of monthly and quarterly project reports
- Information, Education and Communication (IEC) and capacity building
- Assess the programmatic and technical support needs of state level staff and plan capacity building programmes and activities for project staff
